This Department, in one sense, is no more than the people who work for it. It must renew itself with young and new personnel, and each person must have certain basic information so that we can all work together as a team. This handbook presents many of the facts that all of us need in order to be good workers. I hope we will all read and refer to it often. It will help us to carry out our duties with the efficiency that the American people have learned to expect from us. |
