The purpose of this handbook is, first, to state a general policy of trail construction and maintenance; second, to establish a uniform classification of National Forest trails according to their use; third, to establish standard specifications for each class; and, fourth, to describe and illustrate for purposes of reference and appli¬cation, approved methods of location, construction, and upkeep.
