Only necessary protective trails give access to such areas, and rude shelters are the only structures. There are 39 Primitive Areas already established on National Forests in the West, distributed in 10 different States and including a total of 6.5 million acres...22. On the Whatcom Primitive Area, Mount Baker National Forest, Washington..The Whatcom Primitive Area on the Mount Baker National Forest is probably the most rugged area in the Pacific Northwest, if not in the entire United States.
